  36. Actually, I asked for the WG to be run in exactly this fashion.

  38. One reason why we wrote a rather narrow charter for this
  39. working group, which DID include assumptions like "there is a difference 
  40. between URLs and URNs", was that we wanted to see if it was possible to create 
  41. a solution to a limited problem.

  43. One of the things that we have to do, unfortunately, to get a solution to that 
  44. limited problem, is to ask those who want to work on a different problem to 
  45. leave.

  47. We've got a process in place for forming working groups that are not about 
  48. solving limited problems, called the Internet Research Task Force, and Karen 
  49. Sollins is, I believe, chairing a group there that
  50. is chartered to look at wider problems; my mailbox is always open
  51. to suggestions for chartering other WGs for attacking concrete
  52. problems that need concrete solutions.

  54. The output of this working group is supposed to be a set of
  55. Experimental documents. These don't form the be-all and end-all
  56. of the Internet information architecture; they're just an experiment.
  57. But we need to get these documents out, and to get an experiment
  58. going; to that end, I've specifically asked the WG chair to make
  59. sure the WG sticks to its charter, and does NOT try to investigate
  60. other problems.

  62. Then this WG closes, and we have the chance to create a new
  63. one, with a new charter, with or without a new name, to revise
  64. the solution or to create a new one.
  65. But with THIS WG, I've asked it to stick to its charter.
